My observation regarding private schools and their teachers is that they have dissociated themselves from activities and programs of the government agency, the National Teaching Council (NTC), as if they are unaware of the agency’s purpose. Dissociating oneself from NTC as a private school implies a lack of concern for the learners in the school. The NTC’s mandate is to regulate the teaching profession for all teachers in Ghana. The NTC has developed numerous documents to improve the teaching profession for all teachers in Ghana.
Due to the fact that private schools have dissociated themselves from NTC, the schools and their teachers are uninformed about:
- National Teacher Standards (NTS)
- Continuous Professional Development (CPD)
- CPD Framework
- Professional Learning Community (PLC)
- PLC Book
- License account for PLCs for all teachers and non-professional teachers
- The four main teacher programs
- Teacher licensure
- etc.
It is clear that private school teachers instruct their learners without relating the content to the National Teacher Standards. Additionally, the PLC is not based on the standards. Private school teachers are unaware of how to integrate the standards into their teaching.
Private schools have exempted themselves from the National Continuous Professional Development program for many years, yet expect their teachers to provide the best education to their learners, despite these teachers lacking knowledge of the three domains of the NTS. Assessment, a sub-component of the three domains of NTS, has been conducted inadequately in private schools.
The Executive Director of the Private School Teachers Association, legally known as the National Council of Private School Teachers (N-COPST), advises all private schools in Ghana to take immediate action.
The Executive Director of N-COPST calls upon the government, Minister of Education, and the National Teaching Council to enforce the education act, requiring private schools to participate in all NTC activities and programs to benefit Ghanaian children.
According to the Education act 2020 (1023) under Employment of Teachers, Article 79,
(1) State that ‘A person shall not knowingly or negligently employ a person as a teacher in an institution unless the teacher is registered under this act”
(2) A person who contravene subsection (1) commits an offence and is liable on summary conviction to a fine of not less than five hundred penalty units and not more than one thousand penalty units or to a term of imprisonment of not less than six months and not more than one year, or both.
Due to the Act, we wish the Minister of Education and. NTC offer private schools at most 3 months to license their teachers else face the law. In the same vain, some private schools deny their teachers appointment letters and also offer half salary when schools vacate in the middle of the month. This attitude must stop else we will bring schools to book.
I urge the Minister of Education and NTC to take immediate action and ensure that all private schools license their teachers and receive automatic recognition. Parents, on the other hand, should enroll their children in private schools whose teachers have been licensed.
